Position is responsible for professional and technical human resources functions. The Sr. Human Resources Specialist will oversee and administer leaves of absence. Effectively coordinates all cases to include general administration, comprehensive case management and program compliance with the Family Medical Leave Act and all related employment, state and local leave laws, and in accordance with organizational policies and Collective Bargaining Agreements. Position also serves as agency’s Drug and Alcohol Program Manager, ensuring compliance with federal mandated FTA regulations, including policy and procedural compliance. Updating related Policies and Procedures for the HR Department, and providing Employee Relations Support, particularly for attendance violations. Performs exemplary customer service and assistance to all employees. Duties are sedentary in nature and are typically performed under office working conditions.

Example of Duties:

  • Interprets and administers leave programs and policies in accordance with the applicable federal and state employment laws (FMLA, WPSL, ADA, USERRA, etc.).
  • Independently approves and/or denies leave cases based on relevant medical information. Coordinates and organizes all medical information and ensures that HIPAA and Employee Privacy guidelines are closely monitored and effectively executed.
  • Manages all administrative aspects of leave cases to include tracking hours used/taken and working closely with the departments and payroll to ensure that appropriate codes are applied correctly and pay is accurate.
  • Effectively communicates with employees regarding their need for leave. Ensures that employees are aware of their responsibilities relative to documentation and notice required to qualify for and take leave.
  • Handles the FMLA administration process from start to finish This includes gathering and completing all required paperwork, determining leave eligibility, designating leave as FMLA-qualifying, requesting medical certification as needed, and accounting for continuous, intermittent and reduced schedule leave use.
  • Maintains reasonable communication with employees on leave to facilitate smooth and timely return to work, relays communication between employees and their managers during leave.
  • Monitors case activity, produces metrics and analytics on leave usage. Presents reports as requested.
  • Creates and is responsible for the facilitation of leave administration training for management and other designated staff.
  • Ensures compliance with Department of Transportation and federal mandated FTA regulations under 49 CFR Part 40 and 49 CFR Part 655, including policy and procedural compliance, and reporting.
  • Provides policy and program training to all new employees in safety sensitive/non-safety sensitive positions and on an ongoing basis as needed.
  • Manages and coordinates all types/categories of required drug and alcohol testing. Ensures entire process is completed as outlined in program requirements.
  • Responsible for oversight of contractors who stand in the feet of STA employees, contractors, and subcontractors/subrecipients.
  • Participates in FTA and Triennial Review audits of STA’s Drug and Alcohol policy and program.
  • Responsible for following recordkeeping and reporting procedures.
  • Understand and comply with the requirements for confidentiality and information disclosures concerning drug and alcohol records.

Training and Experience

A Bachelor's degree from an accredited college or university in Human Resource Management, Business or Public Administration, Social Sciences or related field. Five to seven years of professional work experience in the human resource field; or a combination of related work experience, education or training, which clearly demonstrates the applicant's ability to meet the requirements of the position.

Physical Capabilities

The physical activity of the position requires the ability to see, hear, and talk. Must be able to hear well enough, with or without correction, to receive and convey detailed information through verbal communication. Perform repetitive motions of wrist, hands, and/or fingers to enter and retrieve and computer data. Prolonged periods of sitting/standing at a desk and working on a computer.

Computer Skills

High level of proficiency within the Microsoft environment.
