Overview:

Located in the heart of Oakland, Western Pennsylvania School for Blind Children is a one-of-a-kind educational experience committed to empowering our students to realize their full potential. The School also provides vital early intervention and outreach services to visually impaired students, with or without additional challenges, throughout western Pennsylvania. Founded in 1887, our School is best equipped to care for and educate students with visual impairments. As a private institution chartered by the Commonwealth of Pennsylvania, the School educates approximately 200 enrolled students from 80-85 school districts within western Pennsylvania.

Schedule:

Year-Round Mondays through Fridays 8:00am-4:00pm

Responsibilities:

  • Oversee recruitment, hiring, and onboarding for all employee groups.
  • Develop and maintain recruitment pipelines Monitor retention trends and implement strategies to improve employee engagement and reduce turnover.
  • Oversee evaluation processes for all staff, ensuring compliance with legal and policy requirements.
  • Ensure that all employees comply with Personnel Guidelines and that corrective action is applied when noncompliance becomes evident.
  • Serve as day-to-day liaison with unionized employees.
  • Serve as school representative in collective bargaining with employee unions.
  • Ensure compliance with all application laws (e.g. FMLA, ADA, STD, EEOC, wage and hour laws, etc.)
  • Interpret and apply federal, state, and local employment laws (including but limited to clearances and background checks), as well as School policies and collective bargaining agreements.
  • Ensure compliance of management staff with collective bargaining agreements.
  • Develop and oversee salary schedules and pay structures in compliance with budget and contractual obligations.
  • Conduct market analysis to ensure competitive and equitable compensation for employees.
  • Annually review and update HR policies and employee handbook in alignment with laws, CBAs, and best practice
  • Communicate policies clearly to all employees and ensure consistent, equal enforcement.
  • Direct and supervise HR department staff, establishing clear goals, priorities, and performance metrics.
  • Develop and manage the HR department budget, ensuring fiscal responsibility.
  • Leverage HR technology to improve efficient and data-driven decision-making.
  • Maintain and ensure confidentiality of employee records.
  • Report all workplace injuries to the School’s claim administrator and refers employees for medical attention.
  • Assume other responsibilities as assigned.

Qualifications:

  • Master’s Degree in Human Resource Management or a comparable area is required.
  • Significant experience in human resources management, preferably in school setting or non-profit corporation.
  • Knowledge of applicable laws, regulations, labor relations, and school operations.
  • Strong interpersonal, negotiation, and people-focused leadership skills.
  • The individual must hold or be able to obtain proper clearances for Acts 34, 114, 126, and 151.
